Jan 15 2016 1 50am they drop pretty readily from slith so i d say they re your best bet.
Wiki says it drops from the slith at wightmare is that still true.
Or any vendor has high chance of selling it.

I also assume the slith are the snake hybrids since it doesn t say slith.
I have been farming now for about 15 hours for the 3rd piece of frozen heart so i can activate the devotion shrine that takes a complete set of frozen hearts.
